OKEECHOBEE COUNTY AIRPORT

SECURITY RULES AND REGULATIONS

SECTION 1 – Applicability of Rules and Regulations

All persons on, and users of, the airport shall comply with and be governed by these Rules and Regulations.

Compliance

The use and entry upon the airport shall create an obligation on the part of the user to comply with these Rules and Regulations.  Any permission granted by the Airport Manager to a person, directly or indirectly, expressly or by implication, to enter upon and use the airport, is conditioned upon compliance with these Rules and Regulations and the payment of any fees or charges to the County for the use of the airport or any facility located thereon.

It shall be unlawful for any person to do or commit any act prohibited herein or to fail to perform any act required by these Rules and Regulations.

Other Laws

All applicable provisions of the laws of the United States, Federal Aviation Regulations, laws of the State of Florida, laws of the County of Okeechobee, and other ordinances, now in existence or hereafter enacted, shall be in effect at the airport.  All applicable provisions of pertinent regulations promulgated by the County affecting the operation of the airport not in conflict with these Rules and Regulations now in existence or hereafter enacted, shall be in effect at the airport.

Enforcement

These Rules and Regulations, as well as all applicable state laws and County ordinances, shall be enforced by the Airport Manager, and other law enforcement officers whose jurisdiction lies herein.

Penalties

Violators of these Rules and Regulations shall subject such person and/or tenant to whatever penalties are allowed by the law.

The Airport Manager may remove any person from the airport who knowingly and willfully violates any of these rules and/or Operational Directive, and/or presents a threat to the public’s health, safety and welfare.  The Airport Manager may deny use of the airport to such person, including but not limited to requesting that the Okeechobee Board of County Commissioners terminate any lease for facilities at the airport, if the Airport Manager determines that such is necessary under the circumstances.  The Airport Manager may take such other measures as permitted by law to enforce these Rules and Regulations and maintain control over and safe operation of the airport, including but not limited to issuing warning letters.  Any person aggrieved by a decision of the Airport Manager may appeal such decision to the Okeechobee Board of County Commissioners.

Severability

If any provision of these Rules and Regulations or the application thereof to any person or circumstance is invalid, the remainder of the Rules and Regulations shall not be affected.

SECTION 2 – Airport Security Program

Entry Into the Airport Operating Area (AOA) or Other Restricted Areas

No person shall enter the AOA, i.e., the airport area inside of the security fence, or other Restricted Area of the airport except in accordance with the Security Program outlined herein unless otherwise authorized by the Airport Manager.

No person who is authorized entry into the AOA shall enter the Aircraft Movement Area (AMA), i.e., taxiways, runways, and Terminal Apron, by vehicle or on foot unless authorized by the Airport Manager.

Security Devices and Directives

No person shall in any way tamper or interfere with a lock, closing mechanism, or security device of any door or gate leading to the AOA or other Restricted Area, nor shall any person otherwise knowingly breach, disobey or disregard any Security Program rule, regulation, directive or plan at the airport.

Intentional Security Violation

Any person who knowingly or intentionally enters or allows another person to enter any Restricted Area without proper authorization by any use of any key, gate access code, identification badge, vehicle permit, or other such means shall immediately – and may be permanently – be denied access to the airport and shall, in addition to other penalties outlined in these Rules and Regulations, be required to immediately relinquish such key, gate access code, identification badge, vehicle permit, etc., to the Airport Manager.  Furthermore, an intentional security violation will be reported to local, state and federal law enforcement

Identification

Each person 16 years or older on airport property is required to carry at least one government issued identification card, and will provide this identification to the Airport Manager on demand.  An adult must at all times escort all persons under the age of 16 years.

Vehicles

Only authorized vehicles are permitted entry into the AOA.  NO VEHICLES are permitted entry into the Aircraft Movement Area (AMA), i.e., taxiways, runways and the Terminal Apron, unless authorized by the Airport Manager.

Aircraft

Aircraft shall be secured by locking the aircraft in a hangar or by some other type of physical locking or disabling devices when unattended, e.g., throttle locks, chock locks, door locks, wheel boots, propeller locks.  Tie-down aircraft with chains and locks, rather than ropes.

Outside Vendors

Authorization from the Airport Manager is required for the entry of Vendors into the AOA, and a Tenant must escort all Vendors.

Tenant / Employee Security Responsibilities

Each Tenant shall be responsible for abiding by these Rules and Regulations.

Each Tenant shall be responsible for controlling access into the AOA, not allowing unauthorized persons to enter the AOA, and not entering the AMA without authorization.

Each Tenant shall escort visitors or guests requiring access into the AOA.

Tenant shall complete, submit and keep updated a Registration Form on file with the Airport Manager.

Each Tenant licensed to do business within the AOA shall conduct, or cause to be conducted, a criminal background check of its employees.

Each Tenant shall be responsible for notifying the Airport Manager of any suspicious behavior, criminal acts, and violation of these Rules and Regulations.

PROGRAM

Be on the Lookout for:

Aircraft with unusual or unauthorized modifications or markings.

Unscheduled visits by consultants, contractors, utility workers, surveyors who need access to airside facilities.

Persons or vehicles loitering for extended periods in the vicinity of the airport.

Pilots who appear to be under the control of other persons.

Persons with an abnormal interest in aircraft and their performance capabilities.

Persons wishing to obtain aircraft without presenting proper credentials.

Persons who present apparently valid credentials, but do not have a corresponding level of aviation knowledge.

Dangerous or deadly weapons or explosives being loaded into an aircraft.

Any person who makes threats or statements inconsistent with normal uses of aircraft.

Stolen or missing aircraft.

Anything that appears unusual or does not fit the pattern of lawful, normal activity at the airport.
